David Ruiz
Delegate
David Ruiz is Québec's delegate in Seattle since January 27, 2025.
In this capacity, he represents Québec’s government in the six states of the American Pacific Northwest: Alaska, Idaho, Oregon, Montana, Washington and Wyoming. Responsible for opening the Québec Government office in Seattle, he is also in charge with supporting political, economic and institutional ties in this strategic region.
With over 15 years of diplomatic experience at the Ministère des Relations internationales et de la Francophonie, Mr. Ruiz has developed an expertise in project management, international negotiation and strategic analysis of major economic issues. His career has enabled him to contribute to several governmental and sectoral missions, while developing a vast network of contacts in Québec and abroad.
Prior to his appointment in Seattle, he was Director of Public Affairs and Cooperation at the Québec Government office in Los Angeles, since 2022. From 2016 to 2022, he was Director of Public and Governmental Affairs at the Québec Government office in Mexico City and Director of the Québec Office in Jalisco. He also served temporarily at the Québec Office in Beijing as Executive Assistant in 2014, and as Acting Director, in 2015.
David Ruiz holds a master's degree in international studies from the Institut des hautes études internationales and an integrated bachelor's degree in economics and politics from Université Laval.
